I took the Lens Cap off, then put the filter .. is on but can still spinning round and round filter (not out) ... is this supposed to happen?? I'll take anything else besides the lens cap before I fit in the filter?

A regular UV filter does not revolve around once it is final. But maybe you really have a Polarizing Filter instead - those DO NOT twist. You can start by reading about them here http://en.wikipedia.org/wiki/Photographic_filter, keep google if you want more details.
